CASH OFFICER – Mykolaiv, UKRAINE (National Position).
WeWorld Background:
WeWorld is an INGO working across 27 countries and is part of ChildFund Alliance (CFA). WeWorld has a long-term experience in implementing multi-sectorial responses emergencies (e.g., Syria, Palestine, Haiti,
Mali, etc). In Ukraine WeWorld has been providing multi-sectoral lifesaving assistance in Lviv, Kyiv, Kharkiv and Odessa Oblast, and in newly liberated areas leveraging on existing partnership and capacity to timely identify and respond to needs.
WeWorld seeks one Cash Officer to be part of the program team in the sub office of Mykolaiv, Ukraine.
The Cash Officer will be responsible for the identification and registration process of possible beneficiaries who are in need of Cash for Protection (C4P) and/or CASH for Health (C4H) support. He/She will be responsible for the implementation of project activities related but not limited to Cash assistance in the oblast of Mykolaiv and Kherson.
Duty Station: Based in Mykolaiv office, with frequent travel in Mykolaiv and Kherson Oblast.
Level of Effort: full time
Duration of the contract: 3 months’ probation period, with extension based on performance.

MAIN TAKS AND RESPONSABILITIES
The Cash Officer is requested to provide the following tasks:
1. Coordinate with all relevant stakeholders including but not limited to health and protection services and authorities, UN Agencies, INGO, Local NGO and project Consortium partners.
2. Lead the identification and selection process of beneficiaries.
3. Ensure the prompt disbursement of the Cash Assistance and make the proper follow up.
4. Ensure reporting and accountability of the action.
Detailed description of tasks
1. Coordination:
The Cash Officer will be responsible to establish and keep regular contacts with all relevant stakeholder working in the Humanitarian CASH, HEALTH, and PROTECTION sectors in the area of intervention. He/She will ensure the coordination with local authorities at Oblast and Hromada level, in particular with the Health and Social Protection Department that have to be involved in the beneficiary’s pre identification. He/She will participate in the relevant UN cluster meeting (Protection, Cash Working Group and Health) at sub-national level and national level if required. He/She will be responsible to keep constant coordination and communication with the Mobile Teams of the Consortium during the overall phase of project implementation.
2. Lead the identification and selection process of beneficiaries.
The Cash Officer will ensure adherence of beneficiaries’ identification according to the vulnerability criteria established. In coordination with the PM, he/she will ensure the correct utilization of Kobo ToolBox platform for the registration and selection process, guaranteeing data protection. He/She will be responsible to provide regular updates to the Local Authorities, the Lead Agency of the Project Consortium and relevant stakeholders on the ground.
3. Ensure the prompt disbursement of the Cash Assistance and make the proper follow up.
He/She will be responsible for:
a) Validate and consolidate the list of registered and selected beneficiaries.
b) Validate the list for the finance department.
c) Ensure that the disbursements to beneficiaries will be conducted in a timely and secure manner.
d) Make the proper follow up within 48h of the disbursement.
e) Support the project’s MEAL staff in the creation of appropriate tools for the Post Distribution Monitoring (PDM), as well as the planning and implementing of the surveys.
4. Ensure reporting and accountability of the action.
He/she will be responsible for:
a) Reporting to the related sub-national and national cluster.
b) Reporting to his/her Line Manager.
c) Reporting to the MEAL staff for all aspects related to M&E
d) Reporting to Protection staff whenever needed
e) Reporting to Lead Agency if required.
f) Reporting to local authorities and other relevant stakeholders.
g) Ensure the setting of project Feedback and Complain mechanisms.
h) Ensure the accountability to beneficiaries with follow up addressing possible feedback and complaints.
Required Experience & Skills
• University degree in Economy, Sociology, Statistics and other relevant degrees.
• Knowledge of the main word and data processing software (Word and Excel). Ability to create XLSForm questionnaires for use with the KoboToolbox platform or equivalent will be an added value.
• Two years of professional experience in implementing humanitarian projects.
• Strong interpersonal and teamwork skills, maintaining effective working relationships with people of diverse cultural and national backgrounds.
• Knowledge of the relevant national and sub-national administration institutions related to Health and Protection services.
Languages
• Working language Ukrainian.
• Fluency in English (oral and written).
