Deloitte is seeking a qualified candidate to serve as a Monitoring, Evaluation, And Learning Specialist in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (SOERA). The position is full-time and is currently remote.
Project Background and Summary:
USAID SOERA program aims to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:
1. SOE Mapping, Information, and Strategy.
2. Reform Coordinating Mechanism (RCM) and Strategic Communications.
3. Reviewing and Improving SOE Policies, Legislation, and Regulations.
4. Facilitating SOE Privatization.
5. Improving Corporate Governance and Management of SOEs.
6. Providing Emergency Response and Recovery Preparation Technical Assistance to the GOU and SOEs
Objective:
Monitoring, Evaluation, And Learning Specialist will support SOERA project MEL activities and to that end will establish and manage systems for gathering, analyzing, and reporting performance data for impact and sustainability of project implementation, lead and manage monitoring, evaluation and learning activities and data collection according to the IDIQ Performance Monitoring and Learning Strategy and Task Order MEL plans. Additionally, they will support communications specialist to produce project success stories, public outreach materials, and other communications products as needed.
Duties and responsibilities:
• Ensure compliance with USAID and Deloitte policies and procedures in country;
• Establish and manage systems for gathering, analyzing, and reporting performance data for impact and sustainability of project implementation
• Lead and manage monitoring, evaluation and learning activities and data collection according to the IDIQ Performance Monitoring and Learning Strategy and Task Order MEL plans
• Coordinate and manage all Monitoring, Evaluation And Learning (MEL) tasks and deliverables
• Work with Ukraine SOERA technical team to collect indicator data on a regular basis and monitor progress towards targets according to performance indicators in the MEL plan
• Oversee data collection processes and data quality; develop documentation of leading practices; and facilitate the use of data to drive program design and decision making in support of a Collaborating, Learning, and Adaptive (CLA) approach to project implementation
• Facilitate learning from M&E findings with implementation teams and other relevant stakeholders
• Facilitate incorporation of research design and methodologies in the application of learning to project design and management
• Support development and execution of all Work Plan activities and components as it pertains to MEL responsibilities
• Work together with the communication specialist to produce public outreach materials, success stories, fact sheets etc
• Contribute to quarterly and annual reports and other activities as requested
Basic Requirements and Qualifications:
• BA in international relations, economics, statistics or related field; MA preferred
• At least 2 years of demonstrated experience in design for MEL systems, data quality control and reporting for USAID projects and programs as well as implementing and/or facilitating use of innovative approaches and tools for disseminating and utilizing results of monitoring, research and evaluation for adaptive management
• At least 5 years of professional experience with donor-funded technical assistance projects
• Strong familiarity with USAID’s Evaluation Policy and related guidance on monitoring, evaluation, and learning and Collaborating, Learning, and Adapting (CLA) approaches
• Excellent demonstrated ability to effectively interact with international donors, host country government counterparts, and other implementing partners
• Excellent communication skills (both written and oral) in English, Ukrainian and Russian, and experience preparing high quality written materials
•· Proficiency with both quantitative and qualitative data collection and analysis methodologies and monitoring best practices
• Must be able to plan, organize, and use time effectively
• Ability to handle multiple tasks simultaneously and work within tight deadlines
