Deloitte is seeking a qualified candidate to serve as a Finance Officer in support of the USAID State-Owned Enterprises (SOE) Reform Activity in Ukraine (Ukraine SOERA). The position is full-time and is currently remote.
Project Background and Summary:
The purpose of the Ukraine SOERA is to strengthen public sector business operations and transparency, improving governance and oversight, advancing privatization of selected SOEs, and developing a strategic management model for SOEs remaining in state ownership. Smart reform and targeted privatization of Ukraine’s SOEs will reduce opportunities for corruption, increase private sector participation, and stimulate broad-based economic growth. Objectives to be achieved by this activity will include:
1. SOE Mapping, Information, and Strategy.
2. Reform Coordinating Mechanism (RCM) and Strategic Communications.
3. Reviewing and Improving SOE Policies, Legislation, and Regulations.
4. Facilitating SOE Privatization.
5. Improving Corporate Governance and Management of SOEs.
6. Providing Emergency Response and Recovery Preparation Technical Assistance to the GOU and SOEs
Objective:
Finance Officer will provide support across all objectives through the fulfilment of responsibilities detailed below.
S/he is required to provide support in performing the accounting function for SOERA in accordance with Deloitte’s financial procedures, including but not limited to petty cash management, time sheets recording and monthly payroll processing for SOERA employees. Checks all expense supporting documentation to ensure compliance with organization’s policies and related law, prior to obtaining approvals and payment processing.

Responsibilities:
• Process financial transactions, including the collection, preparation, and submission of financial and accounting documents
• Process financial payments and monitor financial accounts
• Communicate with Banks to effectively complete all payments, reports, statements.
• Prepare payment requests and organize transfer for the payments.
• Work closely with HR in payroll preparation, sick leave control and processing due to Deloitte policy & Ukrainian legislation, ensure the correct and timely registration of SOERA employees in the social security system and ensure accurate calculation of taxes and social security premiums.
• Ensure all taxes schedules are paid on timely manner.
• Input monthly transactions into Imprest Report for processing with Home Office
• Manages time and expense reporting, finance, accounting and human resources policies, procedures and standards in alignment with USAID and Deloitte policies and procedures in country;
• Contribute to required quarterly, annual, and ad hoc reports for USAID;
• Oversee project registration related activities;
• Review all expense supporting documentation to ensure compliance with the organization’s policies and appropriate regulations prior to obtaining approvals and processing of payments;
• Maintain a good filing system for SOERA financial records; develops and maintains trackers for Project expenses;
• Monthly VAT report preparation/submission to TAX authority;
• Compiling financial documents for audit reviews as needed.
• Perform other duties as assigned;
Qualifications:
• University Degree in Finance or Accounting
• Experience on similar position is desirable
• Experience of working with international technical assistance programs supported by USAID
• Extensive background in the areas of finance management, book-keeping and financial grant management.
• Proven ability and experience in dealing with Ukrainian payroll and taxation system
• Excellent computer skills (MS Office/Windows);
• English, Ukrainian and Russian - oral and written fluency
• Ability to perform and prioritize multiple tasks.
• Proficiency in word processing, spreadsheets and database skills.
• Strong oral and written communication skills.
• Creative, able to multi-task, excellent communication.
• Critical thinking, research and organizational skills,
• Proactive, good team-player.
