USAID Transformation Communications Activity
Job Title: Procurement Specialist
Estimated Period of Performance/Level of Effort: Short-Term
Chemonics seeks a short-term procurement specialist for the ongoingUSAIDTransformation Communications Activity in Ukraine. The project aims topartner with the Government of Ukraine (GOU), private sector, and civilsociety to increase the resilience of Ukraine’s democracy through innovative communicationsinitiatives that engage Ukrainians in a conversation about the country’s democratictransformation and European integration. The objectives of the Activity are to equip USAIDand its partners to conduct data-driven communications; increase the quality and quantity ofstrategic communications on reform dividends; and broaden the use of social impact contentby Ukraine’s civic leaders and creative sector. Theprocurement specialist willmanage all procurements under the TCA Communications Activity Fund, focusing on in-kind procurements for grants under contract and procurements related to COVID-19 activities. The specialist will be responsible for ensuring all procurements are compliant with USAID rules and regulations and Chemonics procurement policies, and to support the grants and subcontracts team in the management of procurements supporting programmatic activities. This position will be based in Kyiv, Ukraine.We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
Assist technical and other staff with drafting procurement preparatory and other documents related to procurement contracts;
Prepare and announce RFQs/RFPs, receiving proposals, and screening proposals and budgets for allowability and reasonability;
Form selection committees and serve as nonvoting member to facilitate evaluation of proposals;
Draft selection memos and sole-source justification and negotiation memos;
Ensure that solicitation procedures as well as executed contracts are fully compliant with USAID regulations and Chemonics’ policies and procedures;
Prepare procurement contracts, ensure that they are compliant with USAID regulations and Chemonics’ policies and procedures;
Obtains proper signatures on contracts per field office signing authorities.
Ensure execution and coordinate adherence to frame agreements while placing orders within their framework;
Coordinate project’s operational procurement and logistics, including, but not limited to, utilities, travel agency service, stationery, translation and editing, taxi, internet, business trip lodging for staff, courier delivery, seasonal cleaning, property and health insurance;
Ensure that suppliers and contractors are fully compliant with contract terms and conditions in terms of reports and/or invoices, as well as with USAID regulations and Chemonics’ policies and procedures;
Check deliveries and invoices against purchase order for type, quantity, and condition.
Drafting memos regarding service providers’ and vendors’ performance;
Assist with record management by filing, scanning, and maintaining documents;
Perform other duties as assigned.
Qualifications:
University degree, preferably in law, business, finance, economics, or related field
Minimum three (3) years procurement experience, preferably on USAID or other donor-funded projects in a similar position in terms of the job tasks and responsibilities outline above.
Demonstrated ability to work productively within a team and lead a diverse group of staff.
Excellent administrative, organizational and multi-tasking skills.
Excellent interpersonal and communications skills, with demonstrated ability to communicate effectively in a cross-cultural environment.
Strong computer skills including knowledge of Microsoft Excel, Word, and Office applications.
Ability to effectively communicate verbally and in written form in Ukrainian, Russian, and English.
