The “Removing Barriers to increase investment in Energy Efficiency in Public Buildings in Ukraine through the ESCO modality in Small and Medium Sized Cities” project has a GEF budget of $5.48 million dollars and is aimed to run for a period of 5 years from 2016 – 2021. The project focuses on energy efficiency in public buildings and is focusing on the two main tools to help improve and increase investments in energy efficiency in public buildings in Ukraine; (i) ESCO market development and (ii) improved energy management.
The Project envisaged establishing of an FSM with IFC will build upon and expand upon the financial support mechanism being designed and developed under the UNDP GEF Commercializing Bioenergy Technologies in Ukraine project to make it easier for ESCO companies to implement EPC contracts in Ukraine .
The Project has provided a consultative support for the purposes of entering into the first pilot ESCO factoring (lending) contract than was made by and between a domestic commercial bank and an energy service company for future cash flows under energy service contracts in the budgetary sphere with no requirements for collateral in the form of liquid property.
The UNDP EEPB Project introduced a financial instrument that makes available credit resources for ESCO projects with modest measured support (ca. 10% of the loan amount) from the UNDP. This financial support mechanism has some good prospects for scaling up of ESCO factoring within the framework of pilot projects in partner municipalities
At the end of the project, it will be very important that local banks in Ukraine will understand the ESCO business model and that lending will be available to ESCOs in Ukraine with the commercial financing of local banks.
The incumbent will accelerate gender equality and women’s empowerment within all implementations and promote UNDP’s mandate as a gender-responsive organization with zero tolerance to any kind of discriminatory and abusive behavior, including sexual harassment, sexual exploitation and abuse.
1. Delivery
- Facilitate overall operational management of the Project and delivery of results, in close cooperation with the UNDP Programme Analyst (Environment), in accordance with the project document, work plans and other joint agreements as well as based on the “Detailed Actions Taken at Project Activity and Output Level” and Report on Activities of the Pre-Start Phase.
- Facilitate the re-start of the project in line with the revised project log frame; and project activities.
- Lead, manage and coordinate the day-to-day activities of the Project, coordinate, and supervise the work of project team, experts and consultants, including the preparation of the terms of reference, facilitation of recruitment and monitoring of work/results.
- Take a lead role on adaptive management on the project including changing (as required) activities and outputs under the project to better meet the project objective and outcomes; identify, report on, and manage risks to be documented in up-to-date risk logs.
- Facilitate provision of expert support and consultations in timely and effective manner to support the ESCO market development through ESCO Help Desk and project support platform (PSP);
- Coordinate and supervise the work of consultants, sub-contractors including status of delivery, contract management, direction and supervision of field operations, logistical support, review of technical outputs/reports, measurement/assessment of project achievements and cost control.
- Elaborate necessary documentation (concept notes, briefs, fundraising considerations) to operationalize and steer project initiatives and activities.
2. Project Management and Reporting
- Ensure proper management of the project budget. Ensure that project funds are available when needed and disbursements achieved as per the work plans and cost-sharing agreements;
- Ensure timely preparation, update and implementation of project annual and detailed implementation work plans, and other related documents for timely commencement and implementation of the project activities;
- Ensure that all programming, financial and administrative matters related to the project are transparently, expediently and effectively managed, in line with established UNDP Rules and Regulations;
- Ensure appropriate recording and accounting documentation as required by UNDP and prepare required financial reports.
3. Stakeholder Management
- Maintain close liaison with national project partners, ensuring optimum participation and promoting ownership of national authorities in the implementation of the project and prepare and ensure the success of the project board meetings;
- Participate in inter-governmental meetings related to energy efficiency in Ukraine, organized by the Ukrainian Government, in the energy-efficiency donors coordination meetings on a regular basis;
- Ensure the development of cross-project linkages with other relevant UN-agency and development partner projects and programmes and other stakeholders’ projects for mutually reinforcing impact;
- Liaise with the various stakeholders, including the private sector, international and national partners;
- Closely cooperate and coordinate with the stakeholders that are/will be active in the area of project intervention to better integrate UNDP’s and other’s interventions in the area of energy efficiency and to ensure coherence and complementarity.
4. Communication and Knowledge Management
- Ensure and contribute to preparation and implementation of the Project communications strategy and plan. Ensure visibility of the donor and the UNDP in the project areas;
- Ensure documentation of lessons learned from the project activities;
- Facilitate project monitoring and evaluation, as well as audit activities;
- Conduct be-weekly or more frequent phone/skype consultations with international advisors conducted with more intense interaction during their country visits;
- Prepare materials on project experience/best practices and lessons learned.
5. Corporate Tasks
- Support UNDP in partnership building and resource mobilization initiatives;
- Design and supervise of outreach activities of the project including participating in relevant seminars, workshops, conferences;
- Provide technical support to energy efficiency policy discussions and development;
- Ensure full coordination with other relevant projects and initiatives of UNDP Ukraine;
- Contribute to the preparation of the project’s progress reports and related monitoring meetings;
- Ensure mainstreaming of gender equality considerations through all capacity development work, promotion of a safe and enabling environment free of any kind of discrimination and abusive behavior, and gender-responsive communications based on corporate principles;
- Perform other duties as assigned by supervisor, and UNDP Ukraine management.

- 5 years of relevant work experience in management, project development in the area of environment, natural resources management, energy efficiency or other related area;
- Experience working with Government, civil society, the private sector, and/or international organizations or donors in combination with the knowledge of economic and financial analysis, institutional, regulatory and policy frameworks would be an advantage;
- Good knowledge of and experience Global Environment Facility (GEF) Climate Change issues, operational modalities and familiarity with UNDP-GEF procedures, issues related to ESCO market development and/or Energy Management would be an advantage;
- Knowledge of UNDP rules, regulations, project management procedures and experience with ATLAS would be an asset but not a requirement.
- Fluency in English, Ukrainian and Russian languages.
- UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.

- Under the supervision of the Deputy Resident Representative (Programme), the Programme Analyst (Energy and Environment Portfolio Team Leader) and guidance of the UNDP Regional Technical Advisor on Nature Climate Energy, and the International Chief Technical Advisor on energy efficiency, the Project Manager is fully responsible for operational and programmatic management of the Removing Barriers to increase investment in Energy Efficiency in Public Buildings in Ukraine through the ESCO modality in Small and Medium Sized Cities project according to the project document, UNDP corporate rules and procedures and for fulfilling the following function.
