Background:

In line with its 2019-2022 Country Strategy PIN Ukraine seeks to contribute to the realisation of the Nexus in the context of the protracted conflict in eastern Ukraine. PIN Ukraine sees its role as empowering the most vulnerable and their communities in the East, transitioning from chronic humanitarian needs to resilience and self-sufficiency, and from there, to integration into local, regional and national development dynamics from which they had been left behind. In this perspective, PIN Ukraine is expanding its programming into 4 strategic pillars – reflecting a scale of interventions from Humanitarian to Development: Emergency Response, Good Governance and Community Engagement, Social Protection and Inclusion, Sustainable Livelihoods and Environment.

Under Social Protection and Inclusion, PIN Ukraine is pursuing the following goals. Goal 1- The most vulnerable and marginalised people are able to address the root causes of their exclusion. Goal 2- Effective social protection mechanisms are increasingly and sustainably available and are addressing the needs of the most vulnerable people. While pursuing these objectives, PIN will be addressing two complementary, cross-cutting dimensions: (i) community-based approach for resilience and self-sufficiency responsive to Gender, Age- and Diversity; (ii) Encouraging the potential of a Care Economy lens to contribute to transformative peace. These goals are in line with the Sustainable Development Goals and recognize that Social Protection and Inclusion are key factors for achieving in particular SDG 1 (End poverty in all its form everywhere), SDG 5 (Achieve gender equality and empower all women and girls) and SDG 8 (Promote inclusive and sustainable economic growth, employment and decent work for all).

General information about the role of the person

Under overall supervision of the Emergency Coordinator, the Coordinator for Gender & Social Protection and Inclusion will contribute to the gradual development of the strategy under Social Protection and Inclusion as well as overall programme strategy and projects with relevant support in the domain of Gender (including gender mainstreaming) & Social Protection and Inclusion.

Specific duties and responsibilities

  • Under the overall guidance of Programme management and in dialogue with HD Advisors, to provide technical guidance and support to the development of the Programme on Social Protection and Inclusion (with a Gender dimension): (i) Propose ideas for new interventions, new activities and new projects; and (ii) Advise from a technical perspective the implementation of interventions/activities/projects on Social Protection and Inclusion (with a Gender dimension);
  • Under the strategic / technical supervision of the Protection and Community Engagement Technical Lead, act as the coordinator on PIN’s Referral and Service Pointing Pathway, including for instance: (i) to ensure the mapping of services of social services (and other essential services) is up-to-date, and to work with programme teams to keep targeted population and communities informed about the available services, to act as focal point for Referrals and Service Pointing and recording them;
  • To build/maintain contacts with service providers in the field of Social Protection and Inclusion and relevant Clusters at service, activity and implementation level, in order to: (i) better understand possible service gaps and challenges, in order to inform both Programme and Advocacy; and (ii) create connection opportunities between marginalized communities and individuals, and service providers, to support the local ownership of social protection services and empower communities to claim for their rights.
  • To disseminate new knowledge and learning among PIN’s Programme teams about Social Protection, Gender and Inclusion, including trainings and other forms of capacity building, in liaison with HQ Advisors and other specialists (internally/externally); and to suggest additional expertise, research, assessments for both Programme and Advocacy.
  • To contribute to building good practice on Gender and Inclusion throughout the Programme by: (i) supporting the mainstreaming of Gender and Inclusion in all proposals/projects by ensuring the application of minimum tools and standards; and (ii) contributing to disseminate PIN’s Policy on Gender Equality and Social Inclusion (GESI), Indikit indicators and other relevant guidance.

Required background and competences:

  • Educational background in relevant field (gender / social sciences, political sciences, law, peace and conflict studies, development studies, …).
  • Good technical understanding of topics of social protection and social inclusion, poverty reduction, gender equality and women’s rights, with relevant trainings on these topics;
  • Demonstrated relevant professional experience of at least 3 years in development and/or humanitarian work on topics relevant to the position.
  • Proven capacity to use critical knowledge of social policy, gender equality and inclusion in work activities; for instance, experience in organizing trainings or promoting mainstream of these topics in programme or advocacy work is a strong asset;
  • Proven experience in coordination at different levels internally within an organisation, with solid soft skills (diplomacy, patience, humour…); 
  • Experience in providing capacity building, technical review and support to project teams; experience in supporting gender mainstreaming in a project for instance is an asset;
  • Proven ability to engage and facilitate dialogue externally with a wide range of stakeholders, from grassroot to official stakeholders and other international organisations; Excellent ability to develop and maintain networks of cooperation with local institutions and partners for access to services;
  • Proven experience of working with local partners; experience of development and implementation of capacity building plans with partners is a strong asset;
  • Strong critical analysis, with curiosity on matters of social protection, gender and inclusion, and problem-solving skills;
  • Fluency in Russian and/or Ukrainian and excellent writing skills, and good level of English (with proven capacity to read international guidelines;
  • Excellent communication skills and cultural sensitivity;

  • Starting salary as per PIN salary scale: 1 387 USD GROSS on probation period
