Nature of Consultancy: Under the overall supervision of the Emergency and Stabilization Programme Coordinator, and the direct supervision of the Project Officer, the successful candidate will assist in the implementation of IOM Ukraine’s National Monitoring System efforts through survey data processing, control and harmonization, analysis of the existing data, preparation of the analytical reports and materials, refinement of existing data collection tools.
The objective of the National Monitoring System (NMS) in Ukraine is to all the government and non-government stakeholders in designing evidence-based policies and programmatic responses on the conflict-affected population. The NMS is a regular survey on the situation of IDPs and other groups drawn from the Displacement Tracking Matrix (DTM) approach. The NMS survey collects the information on the socio-economic characteristics of IDPs at individual and household levels, including trends and movement intentions, employment, financial situation and basic needs, access to services in 24 oblasts of Ukraine and the city of Kyiv. As part of the regular research activities, the IOMs NMS team carries out the COVID-19 impact assessments, research dedicated to the socio-economic situation of the conflict-affected population and other groups.
Core Functions/Responsibilities:
- Work across IOM relevant units, UN agencies and Cluster System (Protection Cluster, Food Security and Livelihood Cluster, WASH Cluster, Shelter Cluster, Health Cluster) to support in developing/refining NMS and other data collection tools. Correspondingly, work with IM colleagues to enhance presentation to ensure information is presented in the most relevant manner for the governmental and humanitarian actors enabling them to develop the evidence-based programmatic responses on the conflict-affected population.
- Analysis of the data collected within IOM sample surveys, focus group discussions, in-depth interviews and data available from other sources facilitating the presentation of a contextualised cross-sectoral picture of the realities of conflict-affected communities with which IOM carries out the assessments.
- Writing the analytical reports and materials, preparing infographics and maps based on the data collected within IOM sample surveys, focus group discussions, in-depth interviews and data available from other sources for further dissemination among the government and non-government stakeholders.
- Processing and cleaning datasets, coding open-ended questions, harmonizing and standardizing data and relevant documentation facilitating further data analysis and analytical reports preparation.
- In coordination with other IM/NMS colleagues, make suggestions to IOM management for other opportunities for data gathering, analysis and analytical materials preparation (reports, infographics, pagers, booklets, maps).
- Perform such other duties as may be assigned.
Expected Deliverables:
- Processed and cleaned sample survey datasets have been produced.
- Analytical reports and other materials have been prepared.
- The research tools are refined according to up-to-date needs in developing the evidence-based programmatic responses on the conflict-affected populations.
Requirements:

Education
- Completed advanced university degree in Sociology or a related field from an accredited academic institution;
Experience
- At least one years of experience of working with social survey data;
- At least one years of experience in data processing and statistical reports writing;
- At least one years of experience in data visualization;
Skills
- Proficiency in statistical software (R, Stata, SPSS);
- Strong computer skills including Word, Excel, and PowerPoint.
- A working understanding of descriptive and inferential statistics.
- Reasonable English writing skills, particularly writing notes and summaries.
Languages
- Fluency in English, Ukrainian and Russian is required.
