Human Resources Assistant (Kyiv)

Chemonics International Inc. is looking for a qualified professional to fill the position of Human Resources Assistant

The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (“Ukraine Democratic Governance East Activity” or “DG East”) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East purpose is to strengthen the connection and trust between citizens and their government in Eastern Ukraine and to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives are implemented across five project offices: Kyiv, Kramatorsk, Severodonetsk, Mariupol, and Kherson. The position will be based in Kyiv. 

Responsibilities for this position include:
 
Coordinates cooperation with Kyiv and other regional offices on all human resource matters;
Assist HR Manager in hiring and onboarding staff in particular:
Post job advertisements, check CVs received and shortlist applications;
Set up interviews with candidates;
Collect employee references and biodata verification documents from potential short- and long-term labor designated to the Kyiv regional office and prepare biodata verification packages for staff channeled through the Kyiv office for HR Manager review;
Prepare drafts of short and long-term labor agreements, acts of acceptance and addendums
Cooperate with GDIP on documents needed for hiring according to the labor law;
Manage human resource and recruitment files and trackers (hard and soft copies) to ensure each employee’s file contains requisite information in accordance to Chemonics check list and in line with USAID requirements;
Ensure that all personnel files are scanned and appropriately saved in the personnel files on the project’s shared drives;
Assist in the orientation of new employees according to the orientation checklist;
Provide support in the performance Management process – collection information during the performance annual cycle;
Assist staff in addressing any personnel questions or issues in collaboration with the DG East HR Manager;
Prepare and collect documents for HR related payments including but not limited by: advertisements, and GDIP payments  
Perform other duties as assigned.
 
Qualifications:
 
University degree in business administration, finance, or related field required;
At least two (2) years of relevant HR and/or office administration, bookkeeping, financial management, and/or accounting experience, with preference for USAID-funded administrative experience;
Knowledge of human resource management for USAID projects preferred;
Understanding of Ukrainian labor laws, personnel benefits and taxes preferred; 
Ability to work independently, to prioritize multiple assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good judgment that reflects positively on the DG-East program;
Ability to work with confidential information;
Fluent Ukrainian or Russian required and fluent English strongly preferred.
