Chemonics International Inc. is looking for a qualified professional to fill the position Lead Strategic Planning Consultant. Assignment Location: Kherson. Deadline for applications: May 31, 2021.
The United States Agency for International Development in Ukraine (USAID/Ukraine) has awarded Chemonics International a contract (“Ukraine Democratic Governance East Activity” or “DG East”) to support USAID/Ukraine’s objectives of promoting inclusive civic identity, common civic values, and a unified Ukraine by addressing the divisive impacts of Russia’s aggression, cases of far-right Ukrainian nationalism, and the consequences of ongoing armed conflict through increased citizen participation, improved service delivery and more responsive governance. DG East purpose is to strengthen the connection and trust between citizens and their government in Eastern Ukraine and to (1) develop greater acceptance of a shared civic culture based on common values and understandings, and (2) increase participation to improve Ukraine’s governance and reform processes and help to resolve community problems. Activities across the two objectives are implemented across five project offices: Kyiv, Kramatorsk, Severodonetsk, Mariupol, and Kherson.

Detailed responsibilities:
The Lead Strategic Planning Consultant will work in close collaboration and coordination with the Lead Strategic Planning Consultant from O.M. Beketov, NUUE and in close cooperation with the KhCC staff who will take the lead in the overall development of the strategic plan, and will provide oversight and guidance to the other consultants. The Consultant will be responsible for performing the following tasks:
1. Build local capacity in strategy development, formulation, monitoring, evaluation, and implementation:
• Support KhCC in establishing and assisting sectoral working groups (moderating, facilitating, and collecting information) that are supported by the DG East;
• Work closely with O.M. Beketov, NUUE Lead Strategic Planning Consultant to design and implement the sector-specific Strategy Development Events (forums, hearings, etc.) with involvement of NGOs, private sector, diverse groups of the community (including under-represented groups – elder people, people with disabilities, ATO vets, LGBTIQ+, women, etc.) so as to ensure that the strategy reflects and responds to the needs of a wider population;
• Work closely with other strategic planning consultants, support design of data collection exercises to elicit sector-specific input from citizens to inform the Strategic Plan (data collection will be conducted by KhCC and/or a contracted service provider);
• Work closely with other strategic planning consultants, assist in the design of communications campaign to promote the Kherson strategic planning process and elicit citizen participation in the strategic planning process (dissemination of the communications materials will be the responsibility of the KhCC and/or a contracted service provider or another short-term consultant);
• Coordinating efforts for all local strategic planning consultants engaged by DG East.
2. Support the KhCC in drafting the Strategic Plan:
• Together with stakeholders establish the community vision, principles, goals;
• Together with stakeholders articulate the strategic priorities, the main development objectives, strategic approach, and action plan, as well as key performance indicators;
• Guide and support the work of the sector-specific working groups and draft expertise, methodological recommendations, and practical guidelines, identifying the relevant international standards and national legislation;
• Conduct an analysis of the sphere of relevant Working Groups and preparing the Analytical Notes;
• Moderate the meetings with the sub-groups of the Working Group identified together with O.M. Beketov, NUUE and KhCC;
• Conducting “cross-group” meetings to develop comprehensive solutions for the city.
3. Coordinate strategic planning activities with the O.M. Beketov, NUUE strategic, planning consultants and relevant project staff.
Requirements:
• University degree in Business Administration, Public Administration or other relevant fields;
• Minimum 5 years in the strategic planning field;
• Strongly experienced in working with the local government on ensuring genuine citizen participation in the strategic planning process. Previous experience in leading strategic consulting teams is preferable;
• Specific expertise in the sector-specific/priority in one of the following directions:
o Social sector development and service improvements (health, education, social services, etc.);
o Culture, youth, and sports;
o Modern municipal infrastructure and services (e.g., e-governance and smart city technology, administrative and other municipal service delivery, rehabilitation of public spaces, etc.).
• PE registration is highly desirable.
