Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in the anti-corruption effort, and reduce citizen tolerance to corruption. SACCI also supports the key national prevention institution – National Agency on Corruption Prevention (NACP), including strengthening its capacity to oversee and support anti-corruption authorized units and persons.

Position Summary:
The Anti-Corruption Consultant will be supporting the SACCI team through assisting with the Commissioner Competence Profile for NACP Development. The Consultant’s contribution should result in two intellectual products: the draft Professional Standard of the anticorruption authorized unit officer or authorized person to be registered with the Ministry of Social Policy and the package of training programs for anti-corruption (AC) authorized units or persons, prepared in line with the National Agency on Civil Service requirements. This is a short-term technical assistance (STTA) position with an expected level of effort of up to 60 expert days.
Responsibilities:
Determine the educational and competence part of the Professional Standard of the Anti-corruption authorized units’ officers or persons considering NACP recommendations
Develop general social, communicative, personal, ecological and ethical competencies of the AC units’ officers
Create list of professional competencies, knowledge, skills and abilities required for each job functions of AC units’ officer
Create list of physical and technological labor items and means necessary to perform the job functions of each of the AC units’ officers
Design a comprehensive educational and professional training program aimed at elaborating professional competencies of the AC units’ officers
Qualifications:
Master’s or higher degree in law or relevant field is required
Minimum of three years of experience in labor, administrative law and/or anti-corruption field
Experience working in an non-government organization (NGO), international organization or lecturing in a university preferred
Experience in writing reports, articles and publications on labor, administrative law and anti-corruption topics
Demonstrated understanding of anti-corruption legislation and corruption prevention field
Strong computer, analytical and writing skills
Strong facilitation and written and oral communication skills at all levels
Demonstrated experience working in the reform-driven environment
Ability to work both in a team and autonomously with minimum supervision
Fluency in Ukrainian is required
Intermediate proficiency in English preferred
