Business Analyst for the project USAID «Safe, Affordable, and Effective Medicines for Ukrainians» (SAFEMed)
USAID, in cooperation with the authorities and civil society organizations of Ukraine, other international institutions and partners, promotes the overall development of Ukraine’s health care system.
It is a contribution to building a system that serves the needs of the Ukrainian citizens and ensures physicians with the necessary tools, knowledge and resources to provide modern, high-quality medical services to all Ukrainians.
USAID project «Safe, Affordable, and Effective Medicines for Ukrainians» (SAFEMed) helps to improve the pharmaceutical system in Ukraine. The SAFEMed project is a comprehensive system of financing and management of pharmaceutical services, as well as optimization of production lanes. It promotes modern technical solutions, and reduces the level of corruption in the spheres of financing pharmaceuticals and state purchases of pharmaceutical products, as well as makes it impossible for the mechanism of post-processing to be effective.
SAFEMed project contributes to the decentralization and integration of medical services on the national and sub-national level in different areas. Another goal is to ensure a stable supply of core medicines and medical devices for fair market prices.
Every year Ukraine allocates money for purchasing medicines, which are important for certain categories of patients. However, both public authorities and patients themselves are not always informed about the availability of medicines, which can be obtained free of charge from the medical institutions in which they are hospitalized.
It is planned to create a national system “Information system of accounting of medicines and medical devices in Ukraine.” It aims to:
Ensure continuous availability of appropriate medicines at all levels;
Reduce storage deficiencies and excess storage, and, thus, minimize losses;
Make rational decisions regarding provision of services, distribution of the budget, the competence of service providers, institutional capacity and other parameters;
Improve cost efficiency and increase patient satisfaction.
The project implementation period - 1.5-2 years.

Scope of work:
identification of customers’ needs;
detailed analysis, description and transformation of the business processes;
collection of requirements, their analysis and consolidation;
analysis of the risks and project’s constraints, risk reduction planning;
market research;
participation in the creation of a target IT architecture (software + hardware) and solution design.
Optional: participation in the next stage - a pilot project implementation:
installation of the system in medical institutions, analysis of the level of knowledge and skills of the staff during the usage of the system and assessing the satisfaction level.
Requirements (hard skills):
high degree (ІТ, Finance, Economics, Technical Degree, MBA, Management or other relevant specialization);
3+ years work experience (complex transformation projects, implementation of IT systems, project management), including business analyst role 2+ years;
understanding of the key procurement processes;
fluent knowledge of the Ukrainian language, Upper Intermediate level of English is a must (oral and written).
Requirements (soft skills):
ability to work in multitasking environment, prioritize tasks, ability to handle stress;
high level of motivation and proactive civil position; decency, zero tolerance to corruption, motivation to be involved in major changes and be a part of medical system transformation.
Terms of employment:
a decent financial reward (a long-term contract funded by the USAID SafeMed project);
office in the Kyiv center (Khreschatyk / Maidan Nezalezhnosti)/remout (most of the time).
