The Russian aggression in eastern Ukraine upended the economy of the region, destroyed market links, catalyzed the decline of the prevailing industries, and displaced 1.5 million people from their homes and jobs. To assist Ukraine in addressing the challenges caused by the war, the USAID Economic Resilience Activity (ERA) participates in developing a resilient, inclusive, and growth-oriented economy in the severely damaged area. ERA empowers eastern Ukrainians to establish and develop micro, small, and medium enterprises (MSMEs) in promising economic sectors, innovate, and enter new markets in Ukraine, the European Union (EU), and other countries. ERA emphasizes on the inclusion of internally displaced persons (IDPs), women, young adults, Roma, veterans, the elderly, and other vulnerable groups as the beneficiaries in its programs to ensure that these people also participate in building the region’s economic success. ERA also works with regional stakeholders to define a viable vision for the future of the region’s economy.

This activity aims to improve the economic resilience of eastern Ukraine through achieving the following goals:

• INCLUSION: building the capabilities of vulnerable population to capitalize on entrepreneurial and MSME economic opportunities;
• GROWTH: helping micro, small, and medium business innovate, invest, and expand markets; initiatives taking off across the activity’s growth sectors: Biofuels, Honey, Innovations for Manufacturing, IT Activities, Vegetables, Tourism.
• TRANSFORMATION: working with coalitions and leaders to articulate the vision for the future and put in place a modern, diverse, and SME-friendly economy.

Consequently, the economy of eastern Ukraine will become more diversified, more integrated with the rest of Ukraine, and the region’s residents will be better equipped to compete for the jobs of the future, thereby improving the economic resilience of the region. 

The activity will work primarily in the areas mostly affected by the Russian aggression – parts of Donetsk and Luhansk Oblasts; however, the program will also be active in the surrounding oblasts and throughout Ukraine if necessary, to reach its goals.

About the job

The Environmental Officer supports field examinations, reports on environmentally hazardous locations and materials, and maintains environmental documentation related to infrastructure projects. The Environmental Officer works in close coordination with Grants Director to ensure environmental assessment for the grants proposals. The Environmental Officer is based in Kramatorsk and reports to the Deputy Chief of Party, Technical.

Your main duties and responsibilities will be:

Grants Environmental Assessment:

• Monitor project environmental impact and report on compliance with USAID environmental policy;
• Support the Grants program, ensuring environmental compliance of submitted grants proposals;
• Oversee and monitor field implementation of environmental mitigation measures;
• Ensure submission of required internal environmental documentation related to grants projects to the DAI ‘s experts based in head quarter and coordinate with them further documentation preparation process;
• As required, coordinate environmental training and technical assistance;
• As required, coordinate and review testing and analysis of potential environmental hazards;
• Undertake additional actions required by the Deputy Chief of Party to ensure compliance with USAID and Ukraine regulations policies;
• Perform other tasking as directed by the ERA senior management.
• Participate in evaluation of grants proposals submitted by subcontractors and grantees in line with their reliability and ability to achieve the goals with focus on Donetsk and Luhansk oblasts;
• In coordination with Grants Director, work to ensure that grants activities are aligned with the USAID ERA’s environmental compliance standards;
• Conduct site visits to assess grantees’ environmental compliance, provide guidance on environmental hazards mitigation;

  Communication:

  • In close collaboration with the Director for Communication and Change Management, represent ERA in a professional manner to the key audiences in Donetsk and Luhansk;
  • Proactively engage with target communities to identify opportunities to promote environmental attentiveness of the local communities.

  Monitoring & Evaluation:

  • Manage activities to implement workplan at improving ERA’s indicator for environmental compliance;
  • Coordinate with MEL team regular data collection, its progress, relying on innovative data gathering methods when appropriate;
  • Capture the output and outcome level data, document and report the results in timely manner.

  Reporting:

  • Compile the Environmental Compliance reports for the ERA management on a regular basis;
  • Oversee Environmental Compliance of the awards through the review of reports, correspondence, site visits, etc.
  • Prepare accurate and timely progress reports on a quarterly basis and contribute to preparation of annual reports;
  • Perform other duties as assigned by the DCOP and COP.

About you

Required

• Advanced degree in a relevant field;
• Experience in Ukrainian environmental and technical compliance procedures for construction;
• Minimum 5 years of relevant professional experience;
• Work experience with internationally funded projects preferred;
• Spoken and written fluency in English, Ukrainian and/or Russian
• Experience producing technical reports and managing data;
• Demonstrated ability to work and coordinate effectively with a wide variety of stakeholders;
• Site visits in Eastern Ukraine (Luhansk and Donetsk Oblasts) (approximately 30%)

WE OFFER

Contract length: 12-months employment agreement with a possibility of extension until August 2024.

Salary Level: We offer competitive market-based salary level for candidates with relevant experience.
