Analyst to the National Agency for Civil Service (NACS),
Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine (2 positions)
Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anti-corruption effort, and reduce citizen tolerance to corruption.

Position Summary:
The Analyst will work as short-term provider of expertise and analysis for the National Agency for Civil Service (NACS) regarding publicly-available profiles of candidates to senior positions in civil service. More specifically, they will be responsible for conducting independent review of profiles of candidates who have submitted their documents for participation competitions for civil service categories “A” and “B” (so-called senior corps of civil service). They will not have access to personal data of candidates, not to databases and closed resources owned by the state; analysis will be done solely based on public information. The Analyst will also compare notes with other analysts, organizations and entities working for a fully-transparent and integrity-based process of civil service competitions. The time-span for the position is from 6 February 2020 until 17 April 2020.
Responsibilities:
Conduct research through publicly-available resources on the candidates who have submitted their applications for the competitions.
Provide the NACS Selection Commission or other NACS bodies with analytical notes, briefs and detailed writeups upon request.
Help the NACS Selection Commission or other NACS bodies draft and manage information requests, process incoming analytical data and create holistic backgrounds for decision-making.
Qualificatiоns:
Degree from facility of higher education.
Over 2 years of experience in corruption prevention, investigative journalism, analytical work or similar domains.
Skills to conduct information search in databases and analyze other online resources to produce balanced and credible situation descriptions based on multiple data sources.
Excellent organizational skills to meet deadlines.
Fluency in Ukrainian and at least working knowledge of English.
Ability to perform under stress.
Period of Performance:
Estimated 40 days between 6 February 2020 until 17 April 2020.
