Stakeholder Coordinator will be responsible for planning, hosting, and disseminating information from regular stakeholder meetings with key decision makers and organizations involved in implementing projects that strengthen rehab services.

Position Summary

In support of the USAID-funded Strengthening Rehabilitation Services in Health Systems (SRSHS) Project, UCP Wheels for Humanity (UCPW) seeks a Ukraine-based Stakeholder Coordinator. The Stakeholder Coordinator will based in Kiev, Ukraine and will work closely with the Ukrainian Ministry of Health (MOH), Ministry of Education (MOE), and Ministry of Social Policy (MOSP), as well as all other relevant stakeholders involved in health reform and rehabilitation system development, such as the World Health Organization (WHO), Deloitte, and the National Health Service of Ukraine. His/her primary responsibility will be to facilitate dialogue and collaboration between relevant government ministries, agencies, and NGOs in strengthening and reforming rehabilitation systems within the Ukrainian healthcare system. The Stakeholder Coordinator will be responsible for planning, hosting, and disseminating information from regular stakeholder meetings with key decision makers and organizations involved in implementing projects that strengthen rehab services and/or advance MOH rehabilitation reform. As relevant, the stakeholder coordinator will organize ad-hoc or standing technical working groups to support the rollout of rehab reform activities.  He/she will regularly update UCPW headquarters and project partners and stakeholders, including the WHO, Deloitte, and USAID on project activities and policy reforms. The stakeholder coordinator will hold regular meetings with the stakeholder working group(s) and will keep Ministry of Health leadership closely informed of progress on SRSHS activities and other relevant rehab project activities that compliment rehab reform. He/she will support knowledge dissemination and sharing in Ukraine by developing content and collecting inputs across partners on rehab reform progress for a monthly newsletter. The stakeholder coordinator will contribute to case studies and white papers related to the rehab reform process and progress in rehab reform. He/she will report to the Technical Director and Program Manager in Ukraine.

About the Strengthening Rehabilitation Services in Health Systems Project

Led by UCP Wheels for Humanity (UCPW) and supported by the Ukrainian Association of Physical Therapy (UAPT), the Ukrainian National Association for People with Disabilities (NAPD), the World Confederation for Physical Therapy (WCPT), and the Republican Medical College of Tajikistan (RMC), the USAID-funded Strengthening Rehabilitation Services in Health Systems (SRSHS) project seeks to strengthen rehab service delivery systems in Tajikistan and Ukraine by contributing to the development of policy and regulatory frameworks that are rooted in practical, local hospital-tested experiences; supporting physical therapy (PT) professionalization; and raising awareness of the relevance of rehab services to quality of life, Ultimately, the SRHS project will strengthen the skills of rehab providers in the two countries, reach individuals and medical professionals with awareness-raising activities, and increase demand for rehab services.

Expected Duties and Responsibilities 

Under the direction of the Ukraine Technical Director and the Ukraine Program Manager, the Stakeholder Coordinator will perform the following primary tasks:

Task 1:  Rehabilitation sector coordination  

1.1.  Coordinate information and technical exchange across rehab stakeholders and liaise between the MOH and rehabilitation stakeholders.

1.2.  Partner with the MOH to determine an information dissemination platform and lead information dissemination in concert with the MOH rehab reform and stakeholder initiatives.

1.3.  Coordinate, host, and disseminate the minutes of periodic working group meetings with Ukrainian stakeholders and counterparts.

1.4.  Develop technical working group(s) and work plans as needed in support of technically sound implementation of rehab reform.

1.5.  Synthesize information on monthly rehab sector progress and disseminate it as determined in 1.2. 

Task 2: Technical assistance to (inter)ministerial group(s) on rehabilitation

2.1.  Provide technical inputs at and support cohesion across MOH rehab meetings (inter-ministerial rehab coordination meetings).

2.2.  Coordinate monthly rehabilitation stakeholder working group meetings.

2.3.  Develop content for monthly online newsletters.

2.4.  Directly, or through stakeholder support, provide the Ministry of Health and Ministry of Education technical assistance on issues related to physical therapy curriculum development.

2.5.  Plan and coordinate annual stakeholder roundtable in coordination with UAPT and UCPW field office and headquarters teams.

 

Task 3: Knowledge management and sharing in Ukraine

3.1.  Disseminate monthly newsletters drafted in 2.3 above.

3.2.  Collaborate with consultants and UAPT to draft case studies and white papers on rehab stakeholder coordination.

3.3.  Disseminate relevant meeting minutes directly to key stakeholders and/or utilize meeting inputs to develop monthly communication letter.

 

Qualifications and Experience

  • Advanced degree in public health or other related fields preferred
  • Minimum of 5 years of program implementation and management experience, ideally with a focus on health and/or rehab reform
  • Deep understanding of Ukrainian national health system, with familiarity of national rehabilitation policies and services
  • Demonstrated experience providing high-level policy, advocacy, and stakeholder coordination support
  • Familiarity with USAID regulations and policies, including experience with USAID compliance and reporting requirements, preferred
  • Strong interpersonal skills and ability to work independently and in a team of people with diverse backgrounds
  • Proven ability to take initiative in finding solutions to complex challenges
  • Detail-oriented with excellent organization and prioritization skills and proven ability to meet deadlines
  • Fluency in Ukrainian required; working proficiency in English and Russian required
  • Proficiency in Microsoft Office suite, including Word, Excel and Outlook required
