Senior Anticorruption Communications Expert (STTA) Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine.
Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Project in Ukraine is a five-year USAID initiative with the objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.
Background:
The SACCI project is entering a period of extensive governance transformations prompted by changes in the legislation and as a consequence of double national elections of 2019. It is expected that as a result of these transformations, SACCI’s communications capacities will have to be significantly strengthened to respond to the activities already part of the work-plan and the emerging needs of partner-institutions (especially, of the National Agency for Prevention of Corruption). As such, in the time-period between November 2019 and May 2020, SACCI is seeking external expertise to help the team develop and manage a number of work-streams with both SACCI champion institutions and the CSO counterparts. The position also envisages extensive coordination with other USAID-family projects and initiatives.

Position Summary:
SACCI seeks a senior-level communications and media-relations expert who is able to assist the project with the following areas of interventions (specified in the deliverables’ table below):
Strengthening government communications capabilities, including re-branding;
Implementing anti-corruption awareness, educational, and advocacy campaigns with champion institutions and external actors;
Serving as quality-controller on SACCI communications products.
Expected level of effort: not to exceed 120 expert days in the given time-frame.

Qualifications:
Higher education in communications, PR, journalism or other relevant fields;
Over three (5) years of experience in or with government communications or comparable position in the private or civic sector;
Demonstrated experience in managing complex communications projects / initiatives and communications campaigns;
Prior experience with anti-corruption communications is considered a strong asset;
Excellent organizational skills to meet deadlines;
Fluency in Ukrainian and working knowledge of English;
Excellent copywriting skills;
Understanding of web and social media landscape;
Understanding of basic infographic tools & instruments.
