Background

NORC is seeking a Data Analyst to support a large USAID monitoring, evaluation, and learning (MEL) project. The project will assist the USAID Regional Mission for Ukraine and Belarus to implement its 5-year country strategy.
This is a full time position based in Kyiv, Ukraine and will continue for 5 years. The position is contingent upon contract award and funding. Women are strongly encouraged to apply.
Responsibilities:
Review existing data collection methods, identify challenges, and develop a well-informed data quality assessment (DQA) protocol.
Manage and update DQA protocol, as-needed, throughout the life of the project ensuring an iterative process that maintains collaboration with key stakeholders.
Routinely clean and manage data coming from multiple sources and on various subjects.
Routinely interpret and synthesize data to highlight evidence and results in reports and one-pagers.
Provide coaching and technical assistance to other professionals in areas related to data analysis and data quality.
Required Qualifications Include:
A Masters degree in a relevant field or a Bachelor’s degree and an additional two years of related professional experience.
Minimum five years of experience designing/developing DQA protocols, cleaning, managing, and analyzing data.
Experience working with monitoring and evaluation (M&E) data.
Advanced knowledge of Microsoft Excel and at least one Statistical Software (i.e., Stata, SPSS, SAS, R, or Python) is required.
Knowledge of both PAPI and CAPI techniques and experience supporting the uptake of electronic data collection systems.
Strong attention to detail and excellent organizational skills.
Excellent written and verbal communication skills in English and Ukrainian and/or Russian.

Preferred Qualifications Include:
Past experience in creating effective visualizations of monitoring data, such as dashboards, dynamic and static charts and graphs.
Knowledge of data visualization platforms such as Tableau, TIBCO Spotfire, ManyEyes, etc.
Experience working with JavaScript libraries such as D3, dc.js, crossfilter.js to produce data visualizations.
Knowledge of spatial analysis and mapping tools such as ArcGIS, QGIS, QuantumGIS, or Geoserver.
Experience in programming surveys in ODK and managing them through an electronic data collection platform such as SurveyCTO or ONA.
