The Expert Deployment for Governance and Economic Growth (EDGE) Project announces new vacancy on the position of the Regional Expert on Deinstitutionalization and Services Development for the National Child Care Deinstitutionalization Reform under the Lviv Regional State Administration.

Position Summary

Regional Expert on Deinstitutionalization and Services Development will be responsible for coordination, planning, and support of the implementation of the Reform of Institutional Care and Upbringing of Children in Lviv Region.                                                                                                                             

Preferred Qualifications and Skills:

• Relevant academic degree, minimum Bachelor degree in relevant field;
• Minimum 2 years’ experience providing logistical and administrative support, preferably in the context of international cooperation or consulting projects;
• High level of knowledge and understanding of DI reform, DI international practices, children’s right legislation;
• Willingness to do both administrative works as well as project development work;
• Fluent in English and Ukrainian.

Indicative duties and responsibilities:          

• Ensuring implementation of the pilot project in Lviv Region, in terms of working out approaches to the transformation of residential care homes on the basis of selected facilities;
• Organizational support of training of the established commissions’ (inter-sectoral groups) representatives on assessing facilities of institutional care and upbringing for the preparation of transformation plans, coordination of these commissions’ activities;
• Establishing cooperation with the administration of two selected institutional care and upbringing facilities for children and coordinating actions for conducting a comprehensive assessment of these facilities;
• Accomplishment of other tasks related to the implementation of the DI Reform in the pilot region.    

Contract Duration and Timing

Full-time position based in Lviv. The total duration of the consultancy is expected to be 2 months with further prolongation. Expected starts date: April 22, 2019. For contracting, a candidate should be able to register Private Entrepreneur of the 3d group.
