Position: Child Protection (CP) and Psychosocial Support (PSS) Program Officer

Who this person supervises: Community Outreach Workers, CP/PSS Caseworkers (Field Support)

Work Location: Mariupol, with frequent travel to selected field site locations supported by IMC mobile teams across conflict affected raions in Government-Controlled Areas (GCAs)

Salary: Competitive as Per Organization Scale

JOB SUMMARY

The CP/PSS Program Officer will work together with IMC team in Mariupol and its partners in Donetsk Oblast to support day-to day activities and achieve the following results:

Improved protection environment for conflict affected children and youth, enhanced psychosocial support for vulnerable and conflict-affected children, youth and adults; increased capacity of local agencies and organizations in responding to protection and psychosocial support needs among the affected population; engagement of families and communities in the promotion of psychosocial well-being and self-care and improved coordination, information sharing and dissemination of best practices for the mental health and psychosocial support.

ESSENTIAL RESPONSIBILITIES

The CP/PSS Program Officer is responsible for supporting all programming activities that occur within the team. This includes:

  • Working with caseworkers to ensure that psychosocial activities - case management and psychosocial groups for adult men, families, older persons and children - are planned, implemented, and monitored;
  • Working with community mobilizers to ensure that community mobilization activities - safety assessments, outreach visits and community-based activities - are planned, implemented, and monitored;
  • Drafting capacity-building strategies through organizing or facilitating trainings among team members;
  • Ensuring there is an operational plan in place;
  • Convening weekly planning sessions with team members.

In addition, the CP/PSS Program Officer is responsible for assisting in compiling program data and trends (with Program Manager).

 RESPONSIBILITIES

 Program Management

  • In collaboration with the team, develop operational Mobile Protection Team plans that include staffing and a schedule of psychosocial and outreach activities to be conducted;
  • In collaboration with caseworkers and community mobilizers, organize work-plans for outreach workers that addresses work schedules, responsibilities, and training/support activities;
  • Assist in the development and facilitation of trainings on Child Protection and Psychosocial Support for staff, such as psychologists and social workers, from agencies and organizations working with affected population with in collaboration with local partners.
  • Maintain database of project locations and activities conducted in these areas;
  • Monitor the CP and MHPSS Case Management referrals made in each area;
  • Conduct service mapping and maintain referral lists and contacts for relevant organizations in the work area;
  • Assist in development and implementation of needs assessments for programming and assessments in conjunction with coordination groups
  • Identify communities with psychosocial needs and make recommendations for the provision of psychosocial activities in priority locations.
  • Assist in the development of information on children rights, psychological wellbeing including stress management, positive coping and self-care within target communities.
  • Plan timely for procurement of resources to ensure smooth and timely implementation of activities
  • Monitor monthly expenditures and track budgets; approve expenditures to designated level

Team Support and Supervision

  • Hold regular planning and debriefing sessions with team members on a weekly basis;
  • In collaboration with the CP/PSS Program Manager facilitate or organize trainings that support technical skills of staff, e.g. how to run effective focus groups and psychosocial groups, how to conduct bio-psychosocial assessments, how to talk about services offered by CP/PSS program, how to talk MHPSS issues, how to conduct referrals, and other identified needs.
  • Assist in monitoring capacity building and support plans for team members.
  • Hold monthly group sessions with team members to review work of Community Outreach Workers.

Reporting

Coordination

  • Identify key advocacy messages to share with Program Manager, CP Sub-Cluster, MHPSS Working Group and government ministries.
  • Represent CP/PSS Program at Protection Cluster, Education Cluster, MHPSS Working Group, CP Sub-Cluster and other meetings as directed by Program Manager to present challenges and concerns and to coordinate work with other service providers and other humanitarian actors.
  • Other duties as assigned by the supervisor.

QUALIFICATIONS:

Required:

  • University degree in social science (including education, psychology, social work, political science or international relations)
  • Demonstrated work experience in the humanitarian or development field.
  • Experience in developing and implementing capacity building trainings in humanitarian or development related subjects and providing supervision/mentoring to other staff
  • Sound inter personal communication skills and experience in internal and external coordination with government officials, INGOs, social services and local stakeholders
  • Familiarity with principles of monitoring and evaluation. Experience in writing donor narrative reports.
  • Computer literacy, including Microsoft Word and Excel.
  • Clear written and verbal communication skills in English

Ability to travel regularly to program implementation sites including villages affected by armed conflict in Eastern Ukraine
