JOB SUMMARY

The Community Mobilization & Psychosocial Support Project Manager is responsible for the planning, direct implementation and day-to-day management of the Community Mobilization and PSS Project funded by UNICEF in Southern Donetsk Oblast. S/he will be responsible for ensuring that community-led service projects, capacity building activities of local community actors and PSS interventions are in-line with national and global guidelines including Child Protection Minimum Standards and IASC MHPSS guidelines.

KEY AREAS OF RESPONSIBILITIES

Provide overall project management of UNICEF funded project: Provision of PSS services for adolescents, youth, parents and caregivers in settlements near the contact line in Donetska oblast (government-controlled area)

  • Work closely with CP/PSS Program Manager, MHPSS Technical Advisor to ensure quality of program deliverables
  • Design and oversee project implementation plan, work with Mobile Teams and M&E Officer to ensure timely delivery of all project outputs and that the project is on track and meets stated goals and reporting requirements
  • Provide reports to donors, IMC and other recognized stakeholders
  • Oversee project staff and provide mentoring and supervision.
  • Coordinate program activities with other IMC projects.
  • Coordinate work with relevant UNICEF funded partners, local and international agencies located in Donetsk Oblast

Project and Activity Planning and Implementation

  • Under the direct supervision and technical guidance of the CP/PSS Program Manager, take primary responsibility for project management, including the development and implementation of detailed work plans, activity plans, monitoring plans (budget and activity).
  • Propose, initiate and conduct assessments to identify context-based and appropriate CP and PSS activities for the community, in consultation with relevant partners and authorities.
  • Plan and ensure the implementation of outreach activities for awareness raising, community mobilization, capacity-building.
  • Draft narrative reports based on field activities.
  • Coordinate with local partners to establish and regularly update service mapping for referrals.
  • Ensure implementation of the activities in line with CP Minimum Standards, IASC MHPSS Guidelines and relevant national/international standards, IMC/UNICEF internal policies, codes of conduct, and humanitarian principles.
  • Follow up on expenditures related to the project implementation.
  • Ensure active beneficiary participation in the design, implementation and evaluation of community-led projects
  • Ensure that project resources are optimized through sound planning, implementation and monitoring.
  • Ensure that all financial and operational inputs are in line with IMC and UNICEF policies and procedures.
  • Support the development and implementation of individual and group-based psychosocial programming.
  • Ensure implementation of psycho-educational curriculums.

Community Mobilisation Projects:

Assist in preparation of community meetings to share information and address issues, develop ideas for potential projects to address their needs; encourage buy-in by all groups within the community.

Provide guidance to team members working with communities in capacity building activities.

  • Lead in the development of selection criteria for communities wishing to participate in the project and participate in the selection of projects to be implemented in villages
  • Undertake a participatory appraisal of the applications received following the established and approved criteria.
  • Assist the mobile teams through all stages of community project implementation

Capacity Building of Community Members and Service Providers

  • Support appropriate identification/selection of community members, local service providers and other relevant stakeholders for CP and PSS trainings and capacity building activities
  • Support program teams to build referral mechanisms to link beneficiaries, particularly vulnerable individuals and groups, to services.

Line Management and HR Management

Conduct assessment of project capacity-building needs. Prepare and regularly revise a capacity-building plan, help build knowledge and skills via trainings and review sessions.

  • Ensure all team members have a clear understanding of the UNICEF project objectives, targets and results.
  • With guidance from the PM, supervise the national staff.

QUALIFICATIONS

  • Bachelor Degree in Social Work, Psychology, Counselling, Social Science or related field
  • Experience working with children and adolescents
  • Knowledge of global guidelines as well as multi-sectoral and holistic approaches to CP and PSS programming
  • Knowledge and/or experience in community mobilization and training and/or community led methodologies (i.e. PRA etc.)
  • Experience of working with INGOs or UNICEF/EU Government programs
  • At least 2 years of management experience, including staff supervision and budget oversight
  • Fluent English skills
  • Good organizational skills, attention to detail, ability to meet competing deadlines and strong communication skills
  • Good computer skills (Excel, Office, Power Point)
  • Experience in facilitation and conducting trainings
  • Clear analytical thinking and problem-solving
  • Self-motivated, flexible and adaptable
  • Good understanding of local context
