TEAM/PROGRAMME: Ukraine Country Office
LOCATION: Slavyansk, with possible travels around Ukraine (GCA, NGCA) and abroad
GRADE: 4
CONTRACT LENGTH: till 31 Dec 2018 with possible extension
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: The Education Senior Officer will be responsible for effective coordination and implementation of the programmes ensuring the quality of Save the Children’s programme intervention in the Ukraine. With close support from Senior Coordinator, Education Senior Officer will be responsible for the delivery, monitoring and reporting of programme and activities. S/he will work closely with Technical Managers and Senior Coordinator to ensure that activities are rapid, relevant, technically sound and proportionate to the need of the beneficiaries, will create a positive working environment; ensuring that Education Officers receive the guidance and support required to accomplish their tasks.

KEY AREAS OF ACCOUNTABILITY :
Programme Coordination
- In collaboration with Senior Coordinator, prepare weekly and monthly work plans for the implementation of activities. Monitor progress against plans to ensure quality and timeliness of activities. Proactively identify and report obstacles to Senior Coordinator
- Leads on quality assurance and accountability provides input to programme design in Education
- Responsible for the effective use of resources according to programme budget and follows up activities expenditures
- Works closely with the Finance and Logistics teams to ensure the availability of financial resources and logistics needs, including developing feasible procurement and transport plans for each project
- Coordinate with Senior Coordinator at the programme design level to ensure the relevance of programme’s activities to shifting needs of the communities and high standards of quality
- Contribute to the review of the programme strategy and ensure situation changes are reflected in the implementation plans
- Ensure cross-cutting concerns such as gender equality or child rights are mainstreamed and activities related to different technical sectors are planned and implemented in and integrated manner
- Support Senior Coordinator and HR in planning timely recruitment and training of new staff
- Identify training needs amongst staff, community members and partners and organise training
- Provide all beneficiaries of the project with ongoing, age-appropriate verbal or written information in relevant languages about Save the Children’s Child Safeguarding Policy and Code of Conduct
- Initiate and contribute to design and production of visibility materials related to project implementation
Reporting, Monitoring and Accountability
- Communicate progress and constraints to Senior Coordinator and Technical Managers and prepare timely report on project activities for quality assessment purpose
- Contribute to reporting to Members and Donors
- Ensure all necessary programme documentation is maintained and kept up to date.
- Work closely with the Monitoring, Evaluation, Accountability and Learning (MEAL) team in order to create a monitoring plan that fits reporting requirements
- Ensure that findings and lessons learnt from the MEAL team are communicated to continually enhance programme implementation
- Ensure the participation of children and communities, particularly those most vulnerable or at-risk, at all stages of the programme activities
Networking and Partnering
- Identify and build links between activities related to different technical sectors to ensure quality and accuracy of the program
- Incorporate cross-cutting concerns such as gender equality, child rights etc. within activities
- Establish and maintain active working relationships with local partners, government services and other NGOs with similar activities
- Coordinate day-to-day activities with partner staff on programme implementation
- Support partner organisation compliance with Child Safeguarding Policy, and Code of Conduct, Policy on Fraud and Anti-Corruption and Safety and Security Policy

- Contribute to communications, advocacy and media work as required

QUALIFICATIONS
- University Degree in education or related social science
EXPERIENCE AND SKILLS
Essential
- Minimum of 3 years’ of relevant working experience, including previous experience managing resources with excellent planning, monitoring and implementation skills
- Good knowledge and experience of working with local and municipal governing authorities
- Awareness of the current humanitarian situation and local context in Eastern Ukraine
- Ability to identify constraints and gaps, and adapt plans accordingly, often under pressure
- Working proficiency in English, Ukrainian, Russian
- Skills related to participatory research methods, excellent analytical and report writing skills
