IFES Україна запрошує взяти участь в тендері з надання послуг усного/письмового перекладу та редагування на період 16 місяців на контрактній основі. Дедлайн – 25 червня 2018, 16.00 за київським часом (далі - англійською).

IFES Ukraine requires the following services, on an as-needed basis for a 16-month period, starting on/around August 2018:

1. Written translation (Ukrainian ↔ English, Russian ↔ English, Russian ↔ Ukrainian)
2. Proofreading/copy-editing (Russian, Ukrainian, English)
3. Consecutive interpretation (Ukrainian ↔ English, Russian ↔ English, Russian ↔ Ukrainian);
4. Simultaneous interpretation (Ukrainian ↔ English, Russian ↔ English, Russian ↔ Ukrainian);
5. Equipment rental for simultaneous interpretation;

The Service Delivery Quotation should be in English and must contain the following for all services:

• Proof of registration: Prospective contractor must be legally registered under the laws of the country in which they are organized and possess all licenses, permits and government approvals necessary for performance of the work.

• Evidence of experience with international organizations and/or international technical assistance projects. Please provide at least three references with full contact details of the previous clients (name, title, e-mail and phone number).

• An explanation of processes to ensure high quality of services (quality testing system in use, internal proofreading process, guarantee on the product, etc. as applicable.).

• Price Offer, availability, response time and capacity to provide services to IFES.

In addition:

• For translation/interpretation services and proof/reading: CVs of all proposed translators, interpreters and editors (please note, only native speakers of that language can apply for proofreading/copy - editing services).

• For simultaneous interpretation: evidence of experience in the field of democracy, good governance, elections, and/or the rule of law (please, provide links to the audio/video if applicable);

• For the written translation and/or proofreading/copy-editing: please provide a link or attach an example of translated/edited materials from Ukrainian and Russian to English and vice versa translated by you or by your company’s translators in the field of democracy, governance, elections, and/or the rule of law – each document should consist of a minimum of 3 pages of text in English, Ukrainian and in Russian.

Prospective contractors must submit the following information in the Response:

1. A contact name, email address, and telephone number to facilitate communication between IFES and the prospective contractor.

2. General information about the contractor’s history and experience.

3. If a government, its agents, or agencies, have an ownership or managerial interest in the company, the prospective contractor must indicate this when submitting its offer. Failure to do so will result in the prospective contractor’s offer being removed from consideration.

4. A brief outline of the company, including:

1. Full legal name and address of the company or individual;
2. Corporate and tax registration documents
3. Full name of the legal representative (president or managing director) of the company (not applicable for individuals);
4. Name of any individuals or entities that own 50% of more of the company;
5. Year business was started or established; and
6. U.S. companies must indicate if they are a registered Small Business (Woman owned, Veteran-owned, Minority-owned, Disabled, Service Disabled Veteran-owned)

5. The prospective contractor must disclose in writing with its Response any subcontracting that will take place under an award. Failure to disclose subcontracting relationships will result in the prospective contractor’s offer being removed from consideration. (if permitted by the solicitation).

6. IFES requests quotations for the above listed services on a Unit Price basis (Please complete the Annex 1).

7. All the cost must be in UAH with and without VAT for services providers resided in Ukraine and in USD for service providers outside Ukraine, with all applicable taxes/charges clearly identified, provided against each of the categories of services described in this request.

8. All Responses shall be in the English language.
