Overview
This position will support the pharmaceutical finance component of the SAFEMed Project with the aim of improving pharmaceutical sector resource mobilization and efficiencies. The Senior Technical Advisor (STA) will support all components of the health reform agenda, including providing technical assistance in establishing a medicines reimbursement system, carrying out costing studies of medicines and other commodities proposed for reimbursement, and building MOH capacity to conduct routine costing analyses to provide evidence-based decisions for the expansion of the program; carrying out other health finance and economic studies to inform evidence-based decision-making related to pharmaceuticals and other commodities; promoting integration and sustainability with other health reforms, such as the integration of reimbursement into the eHealth system and provider payment system; analyzing finance flows to identify potential opportunities to improve resource allocation efficiencies for medicines and other commodities; and building finance management capacity within the MOH and other key stakeholders.
This position is for local hires. No allowances or relocation available.
Specific Responsibilities
Technical Assistance in the area of Pharmaceutical Finance Reform at the Central Level 60%
- Responsible for providing pharmaceutical and finance expertise in the area of improving pharmaceutical sector resource mobilization and efficiencies, including costing of different aspects of pharmaceutical services, review and development of reimbursement packages, as well as other finance studies related to access to medicines within the health care reform
- Collaborate with professional associations to develop policy options based on best practices that support innovative and efficient payment mechanisms for medicines
- Provide technical assistance to the Ministry of Health (MOH) and the National Health Service to ensure that innovative health reforms (e.g. implementation of reimbursement for ambulatory care drugs) are positively impacting efficient provider behavior
- Build regional capacity in operationalizing and implementing reimbursement and other pharmaceutical finance strategies
Data Analysis 25%
- Using the SMD data and other data sources, provide analysis of data to inform key decisions in the area of pharmaceutical finance reform, and to support other technical objectives
Technical writing/editing 15%
- Identify key areas in pharmaceutical finance to highlight for technical reports, success stories, advocacy, and/or operational research
- Take the lead in drafting such documents
- Support the DCOP with inputs for quarterly reports and indicator reports in his/her technical area
- Provide inputs for ad hoc information requests from USAID, country counterparts, MSH, or other individuals/groups, as requested
Qualifications and Experience
Requred minimum education & experience
Required:
- An advanced degree (Masters level or above) in health finance, public administration public health, or other appropriate area
- At least seven years of experience in health finance and knowledge of complex health systems
- Demonstrated experience in financial data analysis and the application of resulting information for decision-making
- Experience in working with the Ukrainian health system and key actors within the system
Preferred:
- Experience with pharmaceutical management, financing, and reimbursement systems
Knowledge and skills
Required:
- Demonstrated ability in technical support of public sector health care or pharmaceutical finance development and implementation
- Strong interpersonal, analytical, negotiation and advocacy skills
- Ability to analyze and draw conclusions from large data sets and interpret conclusions in ways that are understandable to health professionals and the public
- Advanced knowledge in Microsoft Excel is required. Knowledge of other software packages is an added advantage
- Demonstrated skills in writing professional, concise and compelling documents and presentations
- Ability provide trainings and make presentations to high level government officials
- Written and spoken fluency in Ukrainian and English required
Preferred:
- Fluency in Russian in addition to Ukrainian
