Фонд народонаселення ООН оголошує конкурс на надання послуг професійного фотожурналіста для документування діяльності Фонду у східних областях України (далі - англ.).

Journalist/photographer to document UNFPA’s humanitarian project activities through human interest stories and  photography.

Background: 

As fighting between government troops and separatists in eastern Ukraine persists, humanitarian conditions continue to deteriorate in the border regions. Since March 2014, around 1,5 million people have been displaced from Luhansk and Donetsk regions to safer areas within Ukraine and this number continues to grow rapidly. Most of the internally displaced people (IDPs) from eastern Ukraine are currently located within Donetsk and Luhansk regions followed by Kharkiv, Dnipropetrovsk and Zaporizhzhia. IDPs, the majority of whom are women, children and disabled, remain the most vulnerable to discrimination, violence and abuse. In the rush to deliver emergency food, water, and shelter to victims of humanitarian crises, more often than not the hidden toll of armed conflict is overlooked. Limited access to sexual and reproductive health and gender-based violence (GBV) be it in the form of rape, sexual exploitation, human trafficking, or domestic abuse, remain major concerns during the crisis and represent significant risks in crisis affected areas. 

Objective:

In order to successfully communicate the work of UNFPA during the emergency, the project requires dynamic human interest stories accompanied by photographs documenting the activities, but also more broadly document the challenges that the Project aims to overcome. UNFPA Ukraine is seeking the services of a professional journalist/photographer with experience in taking development oriented photographs and writing stories based on interviews with key stakeholders and beneficiaries. The photographer will assist the organisation in documenting its humanitarian project activities and provide human interest stories and photographs. These photographs will form part of UNFPA’s photo portfolio.

Scope of work:

The journalist/photographer will be responsible for writing “human interest stories” of beneficiaries of the UNFPA humanitarian response project. These articles will include quotes from key stakeholders and beneficiaries (implementing partners, health care providers, UNFPA staff) and will be supported by photographs of the UNFPA supported activities as appropriate. In addition to the human interest stories, the journalist/photographer will be responsible for providing additional photo reports on issues of special importance for the Project. UNFPA will provide contacts for the interviews and a translator if necessary.

Deliverables:

Under the supervision of the Communications Assistant, the photographer will be required to submit;

  • Three (3) final articles, so called human interest stories, in line with UNFPAguidelines for web-stories. The articles should include quotes and supporting pictures. Suggestions for human interest stories will be given by UNFPA and agreed with the hired journalist/photographer (examples include the UNFPA work on sexual and gender based violence in Eastern Ukraine and youth friendly services).
  • Deliver at least a selection of 50 high resolution images of UNFPA humanitarian project activities in Eastern regions of the country (specifically in the cities of Kramatorsk, Severodonetsk, Kharkiv, Dnipropetrovsk, Zaporizhzhia) with special emphasis on Gender Based Violence Prevention and Response, Maternal Health, Crisis Recovery, HIV/AIDS, Women and Youth Empowerment, Inclusion of Older Persons. Each submitted photograph should be edited and captioned with specific details such as the location taken, name of the person (for portraits), activity and any other relevant information. At least 10 of these pictures should have a quote from the person in the picture, for use in social media.

Skills, experience and qualifications required

  • Three years progressive experience as a photographer and/or journalist.
  • Ability to be mobile and move easily (if necessary) to take pictures in a wide array of topics.
  • Ability to work in close coordination with other team members.
  • At least a high school certificate but possession of a degree or diploma or training in photojournalism will be an added advantage.
  • Ownership or possession of a high resolution state of the art digital camera/equipment is a MUST.
  • Photographer should have a portfolio of previous work that can be viewed online, and a list of previous clients.
  • Previous experience working with the United Nations is preferable.
  • High professionalism and ability and capacity to deliver the products by the required deadline.
  • Proficiency in both Ukrainian/Russian and English is preferable.

Arrangements/Cost/Assignment Duration:

The assignment will cover 10 working days between October and December of 2015 as agreed with UNFPA CO.

The contractor will be responsible for all logistical arrangements, including travel, insurance, accommodation etc. A lump sum will be paid to the contractor for the assignment. The lump sum covers all fees as well as the extra costs for the project.

The UNFPA country office will be involved in the site selections, client identification as well as providing relevant information/documents and possible story hooks, facilitating access to the relevant stakeholders for meetings with government officials/beneficiaries etc. UNFPA Country office staff might accompany the videographer and translators will be provided by UNFPA.

Reporting

The successful candidate will administratively be under the overall supervision of theUNFPA Assistant Representative but will report directly to the Communications Assistant, and work collaboratively with the UNFPA’s Communications Assistant to deliver the assignment.

Intellectual Property

All information pertaining to this project (documentary, pictures, digital, cyber, project documents, etc) belonging to UNFPA, which the consultant may come into contact with in the performance of his/her, duties under this assignment shall remain the property ofUNFPA who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of UNFPA in line with the national and International Copyright Laws applicable.

Contractual arrangements and supervision

The Consultant will be hired under UNFPA Ukraine terms of contract and managed by solely for the purpose of delivering the above outputs.

Remuneration

Payment shall be made in the following instalments;

  • 20% upon submission of acceptable drafts and
  • 80% Final payment upon submission of the final deliverables, incorporating edits, suggestions and recommendations from UNFPA and upon UNFPA acceptance of the final deliverables as per the ToR.

  • Personal CV highlighting past experience in similar projects; including links to the portfolio of the previous work;
  • Financial proposal indicating consultancy fee (lump sum fee) and a breakdown of expenses (unit price together with any other expenses) related to the assignment.
