Who we are?
The Danish Refugee Council (DRC) has responded to the humanitarian crisis in Ukraine by re-entering the country in the autumn of 2014 and launching emergency humanitarian assistance for internally displaced persons (IDPs) in Berdyansk (Zaporizhia Oblast), Mariupol (southwestern Donetsk Oblast) and Dnipropetrovsk city (Dnipropetrovsk Oblast). In the de facto Donetsk People’s Republic, DRC provides emergency support for conflict-affected persons. The specialized unit of the Danish Demining Group (DDG) has a national mine risk education (MRE) programme based out of Severodonetsk. The representative office is located in Kyiv.
In a new protection programme called the UNHCR Protection Umbrella Programme, the Danish Refugee Council (DRC) in partnership with UNHCR and the Right to Protection (R2P), will work to strengthen the protective environment for IDPs and other affected populations throughout Ukraine. This project envisions a comprehensive initiative focused on individual rights, community-based capacities, and legislative and policy frameworks, and will provide free legal assistance to IDPs in 20 regions of Ukraine as well as community protection monitoring and outreach in sixteen regions.
The legal aid component of the Protection Umbrella Programme is managed and supervised by a DRC Capacity Building Coordinator (CBC). CBC reports to the Programme Manager. The role of the CBC is to establish a network of legal aid provider and launch a comprehensive legal aid program for IDPs covering 20 oblasts. The CBC is also responsible for providing technical guidance on legal aid methodology and develop capacity of the lawyers. The CBC will be assisted, among others, by 4 Regional Capacity Building Coordinator (RCBC). RCBC will directly report to the CBC.
About the role of RCBC
The main role of the RCBC will be to assist the CBC in providing technical guidance and training to all lawyers of the legal aid network. For the purpose of conveniently reaching out to the network lawyers, the four RCBCs will geographically divide the 20 oblasts among themselves. RCBCs will maintain regular contacts with the lawyers of his/her region and provide training and guidelines on implementation methodology, relevant thematic areas and other deliverables of the UNHCR Umbrella Project.
RCBC will participate in mobile clinic organized by the lawyers and provide on job training. It is expected that the RCBC will have to travel 12 to 15 work days during a month. Most travel will be day trips. On average each RCBC will travel 4,000 km by car per month.
