Project Coordinator for International Integrity and Anti-Corruption Projects

for the Agency for Restoration and Infrastructure Development of Ukraine

Background and context

Supporting anti-corruption efforts in Ukraine is a high political priority for the European Union and Denmark. By combating corruption, the EU contributes to the consolidation of democracy and economic growth of Ukraine, as well as the successful approximation of Ukraine with the EU.

The topic of reconstruction aid and integrity is one of the key activities of the program, both at the national and local levels and across the components of the EUACI. The Government of Ukraine is the key counterpart of the EUACI in this area.

State Agency for Restoration and Infrastructure Development of Ukraine (created by means of merge of the State Agency for Infrastructure Projects and the State Agency for Automobile Roads of Ukraine) was created (hereinafter – the Agency). Its task is to directly manage and oversee implementation of selected recovery projects, while the Ministry is tasked to develop relevant policy and oversee its implementation.

To support Ukrainian government’s efforts to effectively manage the process of the war-time reconstruction and post-war recovery and to ensure that transparency and integrity considerations are taken into account, the EUACI has engaged with the Ministry for Restoration to establish the compact Integrity Support Group (ISG) consisting of several experts fully embedded into the Ministry work. The Agency has its Capacity Building Office supported by international organizations and partners to support the Agency in projects implementation and strategic planning and capacity development.

The Agency is implementing a number of anti-corruption and good-governance initiatives within international coordination in their day-to-day activities and its policies with the support of various donors and expert NGOs and other organizations. There is a need to ensure that these initiatives and efforts are well-synchronized and systematic. While the Agency should take the lead on coordination efforts, there is a need to provide the Agency with coordination support to this end. This support will be provided as part of the Capacity Building Office (CBO) under the Agency, consisted of consultants and experts supported by international organizations and donors. Such expert support is in terms of the Memorandum of Understanding between the Agency and EUACI.

Objective:

The main objective of the assignment is to support the Agency with coordination of international projects within anti-corruption and good governance. The project coordinator is expected to work in close cooperation with the Agency’s leadership and staff on planning, coordination and implementation of anti-corruption and good governance projects and policies, international cooperation.

Scope of work:

The scope of work of the assignment includes different tasks, including, but not necessarily limited to:

  • Analyse, monitor and do mapping of anti-corruption and good governance projects;
  • Develop coordination mechanism, project database and presentation formats to be shared with the Agency and external partners;
  • Communicate and cooperate with various stakeholders, including donors and NGOs, on the anti-corruption and good governance projects;
  • Act as the secretariat of the Agency in coordination of various anti-corruption and good governance projects;
  • Ensure coordination and optimization of the Agency's activities to address reconstruction needs and essential building efforts in Ukraine.
  • Provide support during implementation of the anti-corruption and good governance projects;
  • Assist with other related tasks as per request of the Agency or the EUACI.

Expected deliverables:

  • donor communication and coordination mechanism, project database and presentation framework developed;
  • prepare analytical notes, presentations, memos as agreed with the Agency and the EUACI;
  • prepare and participate in public and working-level meetings and roundtables on anti-corruption projects and coordination matters;
  • support the Agency’s international relations unit;
  • conduct analysis (mapping), that provides the Agency with systematized information on the status of implementation of international anti-corruption and good governance projects, including international technical assistance, agreements, cooperation with donors, etc.
  • developed and presented to the Agency management a road map for each international project on anti-corruption and good governance being in progress and planned to be implemented;
  • conduct monthly/bimonthly regular meetings with the Agency international donors/partners
  • periodic reports to EUACI for international anticorruption projects and components implementation or status
  • other deliverables as agreed upon with the Agency and EUACI.

Timeline

The intended commencement date is the date of signature of the contract (expected: December 2024) with the Project coordinator for the period of the contract of 1 year until December 2025, with a duration of up to 265 working days.

Upon the Agency`s request and positive assessment of the performance, the initiative could be extended.

Requirements to the Service Provider

The contract will be awarded to the Coordinator meeting the following Qualifications criteria:

a) a Master’s degree in international relations, law, economics, social sciences, public administration, or similar field is required,

b) a minimum of 4 years of professional experience working with the state or local governments, NGOs or international programs, or relevant legal experience in state-owned and non-state-owned institutions;

c) at least 2 years of professional experience working on good governance, anti-corruption or risk management projects;

d) experience from working in or with anti-corruption institutions an asset;

e) at least 1 year of experience in project management and project coordination;

f) proven experience in cooperation with stakeholders in national government, development partners, and civil society;

g) experience from working with international programs and donors an asset;

h) knowledge of Ukrainian anti-corruption legislation and policies an advantage;

i) excellent written and oral communication and presentation skills;

j) fluency in Ukrainian is required;

k) strong English language skills are required (both writing and oral);

l) experience in international technical assistance projects, cooperation with international institutions, organizations, and donors (e.g., the World Bank, EBRD, EIB, etc.), concluding agreements with them, monitoring implementation, etc.

The expert is expected to work from the premises of the Agency.

Monitoring and evaluation:

The performance of the contractor will be regarded upon reaching the purpose of the contract as well as obtaining its results, as indicated in the sections "Objective" and "Expected Deliverables" herein respectively.

The coordinator reports to the Deputy head of Agency and EUACI. The contractor shall de-brief the EUACI prior to finalizing the assignment.

Bidding details

The bidder must submit the following information to be considered:

1. CV (no more than three pages long) that should include a description of the previous relevant assignments, key duties on this assignment.

2. Budget proposal with daily rate/general budget for the assignment in EUR, inclusive of all taxes or other such charges with calculation of 265 working days.

The contract budget cannot exceed 31,800 euros

Employment will be performed as an expert contract, FOP basis with monthly payment in UAH.
