Deloitte is seeking a qualified candidate to serve as a Grants Specialist in support of USAID/UKaid SOERA. This is a full-time position, to be based in Kyiv, Ukraine.
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.
Objective:
The Grants Specialist will assist SOERA’s grants team with grants administration, documentation, and organizing applications. They will support grant selection processes, negotiations, and awards. Additionally, they’ll aid in designing and implementing project grants policies and procedures. Under the Grants Manager’s supervision, they’ll manage awarded grants, ensuring compliance with USAID regulations and organizational policies. They’ll also work closely the MEL team in collecting and analyzing grantee and subcontractor data for reporting requirements. This role also requires coordination with the Finance team. This position will be based in Kyiv, Ukraine. The Grants Specialist reports directly to the Grants Manager.
Responsibilities:
- Support day-to-day grant activities in compliance with Deloitte/USAID policies and procedures.
- Manage, store and develop upon request documentation supporting grant awards in close coordination with Grants Manager and/or component teams;
- Monitor and track application process (Requests for Applications, RFAs) for grants using and/or developing forms and report templates for internal use.
- Assist in preparing evaluation documentation to identify potential grantees, draft selection memorandums, and track the submission of grantee reports and monitoring/milestone data.
- Monitor and track Requests for Proposals (RFP) / Request for Quote (RFQ) process, contract preparation and award in Fluxx – Deloitte’s grants management platform;
- Providing administrative support during evaluation committees, such as documenting meeting minutes and maintaining records.
- Develop grant-related documentation upon request from Grants Manager and/or component teams, starting from Scopes of Work (SOW) for grant awards to RFAs, RFPs, RFQs.
- Maintain current, complete, and audit-ready records of grants.
- Stay informed about Deloitte, USAID and applicable USG policies, and other procedures followed and enforced, including FAR, AIDAR, CFR, and OMB.
- Provide input to MEL team, including but not limited to monitoring and tracking the activities and performance of organizations who receive grants.
- Coordinate grants documentation with the Finance team to facilitate seamless financial processes and reporting.

Minimum Requirements:
- Bachelor’s degree (or higher)
- Minimum 1 year of relevant experience in a grants team on a similar position
- Experience with USAID funded projects, including a demonstrated understanding of applicable grants-related USG & Federal Acquisition Regulation (FAR) regulations, will be an asset
- Excellent written and verbal communication skills
- Fluent Ukrainian and English
- Proficiency in Microsoft excel, including the use of formulas
- Ability to manage and prioritize multiple concurrent bids
