The Goerdeler Kolleg for Good Governance provides additional professional qualifications in the field of good governance to a new generation of executives from Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia, Turkey and Ukraine. In doing so, it aims to foster responsible action in the public sector (public administration and non-profit organizations) as well as in business. The Kolleg is named after the lawyer, civil servant and member of the German resistance Carl Friedrich Goerdeler (1884–1945).
The Kolleg will enable you to
- extend your professional training in seminars and to take an active part in discussions and project workshops,
- build up your network of contacts in Germany, the EU, and all participating countries, and
- make a contribution to the development of good governance in public administration, business,and civil society.
The year-long program consists of the following units:
- a three-week seminar (August 29–September 19, 2015) a project phase in your home country in which you implement your own plans for a project (October 2015–August 2016)
- a mid-year seminar (four days in March 2016)
- a concluding seminar (three days in August /September 2016)
The focal points of the Kolleg are:
Acting responsibly:
Participants will receive additional training and certification in the areas of administration modernization and good governance.
Gaining insight behind the scenes:
Participants will learn how good governance is practiced in administration, business, and civil society by means of practical examples in Germany and the EU. They will receive exclusive glimpses into political life and have an opportunity to make new contacts and extend their networks.
Shaping sustainable plans:
Participants develop their own plans for a project relating to conditions in their own countries, receive training as project managers, and initiate their projects in the course of their year at the Kolleg. Seminar locations, in addition to Berlin, have in past years included Stuttgart, Leipzig, Warsaw and Brussels, among others.
The following is required of all applicants:
- citizenship of one of the following countries: Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia, Turkey, or Ukraine residency in one of these countries
- a university degree, with proof of outstanding academic performance
- several years of professional experience in relevant areas (with responsibilities in personnel or budget matters)
- the support of your employer
- a specific idea for a project and an interest in good governance and political thought
- a strong sense of social responsibility and commitment in addition to strong leadership qualities
- excellent German as well as English language skills
The working language is German.
The Robert Bosch Stiftung will cover travel expenses, costs of accommodation, seminars, and (if needed) a German language course, as well as provide an allowance of 400 euros.

will accompany the participants as director of the Kolleg.
The Kolleg is conducted in cooperation with the Robert Bosch Center for Central and Eastern Europe, Russia and Central Asia at the German Council on Foreign Relations (DGAP). The Center advises foreign policy decision-makers from the fields of politics, the
economy, and civil society on current political developments in Central and Eastern Europe, Russia as well as in Central Asia. It also organizes conferences, discussions
among experts, and background briefings.
