Call for Proposals for Audit services

terre des hommes Germany is accepting proposals to provide audit of the project “Improving protection of children in emergencies in Ukraine, through safe shelters, provision of food and non-food items and psychosocial support” funded by the German Federal Foreign Office. The project is implemented by a consortium of 7 organizations: terre des hommes Germany (tdh), ChildFund Deutschland (CFD), Medical Aid Committee in Zakarpattia (CAMZ), National Ukrainian Youth Association (NUMO), Vplyv Fund, SiLab Ukraine and Yellow Blue Wings CF (YBW). and it focusses on the provision of child protection services (case management, PSS and recreational activities and awareness campaigns) and mental health treatments.

We invite you to submit a proposal to us by 4th June 2024.  Please consider that the audit must be completed (included the submission of the final report) until September 2024. A description of the services needed, and other pertinent information follows:

Services to be performed

The total budget subjected to the audit check is 4.444.444,00 €. The expenditures cover a period from 15th June 2023 until 15th June 2024. For specific requirement about the service to be performed please check the ToR in Annex 1.

Your response to this call for proposals

In responding to this call, we request the following information:

1.       Detail your firm’s experience in providing auditing and tax services to organizations in the non-profit industry, such as similar international NGOs.

2.       Provide information on whether you provide services to any related industry associations or groups.

3.       Identify the partner, manager, and in-charge accountant who will be assigned to our job if you are successful in your bid and provide biographies. Indicate any complaints against them that have been leveled by the state board of accountancy or other regulatory authority, if any. Indicate any corrective actions that have been taken by the firm with respect to these people.

4.       Describe how your firm will approach the audit of the organization, including the use of any association or affiliate member firm personnel and the areas that will receive primary emphasis. Also discuss the firm’s use of technology in the audit. And finally, discuss the communication process used by the firm to discuss issues with the management and audit committees of the board. 

5.       Furnish current standard and discounted billing rates for classes of professional personnel.

6.       Provide the names and contact information for other similarly sized clients of the partner and manager that will be assigned to our organization for reference purposes.

Evaluation of Proposals                                     

Our organization will evaluate proposals on a qualitative basis. This includes our review of the firm’s peer review report and related materials, and the firm’s completeness and timeliness in its response to us.
