Trainers for training sessions on AI for NACP, NABU, SAPO, HACC and EUACI team
Background
The European Union Anti-Corruption Initiative in Ukraine (EUACI) Phase III is the largest EU-funded program focused on supporting Ukraine’s anti-corruption efforts. It is co-financed by the EU and implemented by the Danish Ministry of Foreign Affairs, with the program spanning from 2024 to 2027.
Ukraine's key anti-corruption institutions, including the National Agency on Corruption Prevention (NACP), the National Anti-Corruption Bureau (NABU), the Specialized Anti-Corruption Prosecutor’s Office (SAPO), and the High Anti-Corruption Court (HACC), are among the beneficiaries of the EUACI. These institutions play a crucial role in combating corruption, enhancing transparency, and strengthening the rule of law in Ukraine.
At the request of these institutions, the EUACI plans to organize 10 training sessions on the practical use of artificial intelligence (AI) tools and modern technologies in investigative, prosecutorial, judicial and administrative workflows. These sessions will also cover the ethical and moral implications of AI integration in daily operations of the mentioned bodies. To ensure high-quality training, the EUACI has launched a tender to select qualified trainers.
Objective
The assignment consists of organizing and conducting 10 training sessions. The aim of these sessions is to provide partipants with:

It is expected that each session will accommodate approximately 30 participants. The content should be tailored to the institutional context and practical needs of each group, while maintaining a structured and consistent approach across all sessions.
The selected Service Provider will be required to assess the specific needs of participants during the preparation phase through questionnaires (forms) and/or interviews. Based on this assessment, the provider will develop detailed agendas for each session. These agendas must be submitted at least 5 days before each training session and shared with designated representatives of the relevant institution and the EUACI representatives.
In addition, the Service Provider will be responsible for preparing and collecting registration forms for each training session as well as to conduct post-training surveys to gather participant feedback and measure the impact of the sessions.
The training sessions are to be scheduled between March 2025 and March 2026, with exact dates and locations to be confirmed in coordination with the EUACI and relevant institutions. It is preferred, however, that the sessions be conducted within a 6-month period during this timeframe (March 2025 and August 2025).
The sessions will be held offline at the premises of anti-corruption institutions or rented venues in Kyiv or the Kyivska Oblast or, if available, at the provider's premises, with venue costs covered separately by the EUACI.
Requirements for the Service Providers
The requested services may also be delivered by a company or a team of experts. In this case, at least one member of the team must meet the specified criteria:
Ability to provide premises for conducting the training sessions at a separate cost will be considered an advantage.
Estimated budget
The optimal budget for this assignment is EUR 10 000 for 10 training sessions. This budget is indicative and may be expanded to cover additional justified expenses linked to logistical support of the event, in particular premisses.
In case the Service Provider will be ready to provide premises and logistical support of certain training sessions, the budget may constitute up to EUR 15 000.
Payment
All the payments under the contract will be made in UAH according to the official NBU exchange rate published on the day of the invoice issuance by the contractor. The payment will be made upon receipt and approval by the EUACI of all the deliverables.
